View on Github →ci: remove steps that consider state from earlier jobs (#44357)
The self-hosted runners start each job in a fresh container. A job's writes do not reach later jobs. Some steps and comments assumed that state from earlier jobs was still on the runner. This PR removes these steps and corrects the comments.
The workflows keep two protections, because a runner can start with a pre-filled ~/.elan:
reinstall-transient-toolchain.- The uninstall before the override toolchain install.
