chore(cache): remove Azure reads and (dev) writes from the client (#44834) This PR removes the MATHLIB_CACHE_DEBUG_USE_LEGACY read switch and the Azure account URL from the cache tool. The tool reads from https://cache.mathlib.org, or from MATHLIB_CACHE_BASE_URL when it is set. The cache resolver serves both containers from R2 only, so the switch is the last path from the tool to Azure. This PR also changes the default upload backend from azure to s3. The tool keeps the azure backend as a fallback, for uploads to the endpoint in MATHLIB_CACHE_PUT_URL only. 🤖
