chore(CI): update pinned actions to their SHA-pinned releases (#44415) This PR updates pinned actions whose own internals were unpinned, which an organization policy requiring SHA-pinned actions rejects anywhere in the chain:

  • leanprover/lean-action from v1.5.0 to v1.6.1;
  • lint-style-action to the mathlib4-compat branch: the same 2025-08-18 version as before, with only its lean-action re-pinned (its main has since removed fix mode, which bot_fix_style.yaml uses);
  • SpliceBot's workflow and action to the commit that pins privilege-escalation-bridge;
  • pre-commit/action is replaced by its own four steps, with actions/cache pinned. šŸ¤– Prepared with Claude Code
