fix(Cache): retry uploads and report missing transfers (#44940) The cache retries failed uploads and reports missing transfers. MATHLIB_CACHE_PARALLEL_MAX controls parallel uploads and downloads. Uploads require curl 8.20 or later. CI installs a pinned binary from leanprover-community/static-curl in the jobs that run the tool on a GitHub runner. On Linux x86_64 and aarch64, downloads use the static binary 8.23.0 when the system curl is older than 7.84; other platforms run serial downloads in that case. On curl 8.18 and 8.19, which hang on parallel retries, downloads run in parallel without curl's retry flags. Cache uploads have a 20-minute timeout. Post-build checks have a 30-minute timeout. The cache tests workflow gains a cache-get job. It runs lake exe cache get on Ubuntu 26.04, whose curl 8.18 the tool runs without retries, and on Windows. The cache tests and the CI upload check pass. 🤖
