feat(LinearAlgebra/Matrix): upper Hessenberg matrices and Hessenberg similarity certificates (#43840) Add definitions of upper Hessenberg matrices and a certificate witnessing that a square matrix is similar to an upper Hessenberg matrix. Also adds a lemma relating the characteristic polynomial of a matrix to the characteristic polynomial of its Hessenberg form.
