feat(Cache): treat nightly-testing as a fork (#44388) The cache tool treats the nightly-testing repository as a fork.

  • Nightly-testing reads master, then forks at HEAD. The tool has no nightly case.
  • The nightly-testing and pr-toolchain-tests containers are removed. No build writes them.
  • Nightly-testing uploads only to R2, under the build commit in forks. A failed R2 upload fails the job. This change reduces cache hits for nightly-testing CI, and the reduction is intentional because the model is simpler. A CI build reads only master and its own commit, so it does not reuse files from earlier nightly-testing commits. When the toolchain differs from master, the build rebuilds most files. cache get at a commit that CI built still finds the complete cache. A follow-up PR can restore the reuse in CI with --unsafe or get --scope.
