ci: pin ensure-sha-pinned-actions to the leanprover-community fork (#45143) This PR moves the SHA-pin check in actionlint.yml from kim-em's fork to leanprover-community/github-actions-ensure-sha-pinned-actions, pinned to the head of its improve-error-reporting branch.

• The new commit also checks the steps inside parallel step groups (leanprover-community/github-actions-ensure-sha-pinned-actions#1). Before, an unpinned action inside a group passed silently. #44603 adds the first such groups.
• The old pin, 00f51cdb, is no longer on any branch. The branch was rebased in April with the same error-reporting change.
• zgosalvez/github-actions-ensure-sha-pinned-actions#288 was closed without being merged, so this PR drops the TODO to switch back to upstream. Run locally against master, the new commit passes all 59 workflow and composite-action files. actionlint passes on the edited file. 🤖 Generated with Claude Code
