chore: downgrade a few functions from IO to BaseIO (#44393) This makes these functions slightly faster, as the BaseIO monad is entirely removed by the compiler. In contrast, IO can throw/catch errors, which means extra work at runtime (even though we don't actually throw or catch any errors in the code). Continuation of #44377, though probably not performance-sensitive.
