feat(cache): retire the legacy container (#44174) This PR removes the legacy container, the frozen bare mathlib4 container, from the cache tool, and narrows the MATHLIB_CACHE_DEBUG_USE_LEGACY switch to the master container. The trust dispatch also drops legacy from the chains it sets (MATHLIB_CACHE_FROM). The master, staging, and v4.* tag arms leave this unset and use the tool's default (master). MATHLIB_CACHE_DEBUG_USE_LEGACY keeps its role as the troubleshooting fallback for the public cache: it reads the master container from the Azure storage account. Every other container reads through cache.mathlib.org either way, and MATHLIB_CACHE_BASE_URL still wins over the switch.
